ICAO Council Rejects Blockading Countries’ Appeals against Qatar

Montreal – CanadaThe International Civil Aviation Organization (ICAO) Council has decided to reject the appeals submitted by the blockading countries regarding the incompetence of the ICAO to consider Qatar’s complaints. This came during an ICAO session held today to hear the two complaints the State of Qatar had submitted about the negative impacts caused by the blockading countries on aviation and air safety and security.HE Minister of Transport and Communications Jassim Saif Ahmed Al-Sulaiti hailed the vote by the majority of ICAO Member States in favor of examining and looking into Qatar’s complaints and against the blockading countries’ appeals. He also praised ICAO’s efforts in preserving air safety and security and air traffic.He also stressed that the blockade countries’ encroachments of aviation safety and security contradict all norms and agreements binding on all parties, in addition to the serious consequences such encroachments cause to air safety and security.He expressed hope for the ICAO Council’s urgent move to make appropriate decisions toward the right of air passage, blockade countries’ infringements of the international law, as per ICAO’s current dispute resolution mechanism under Article 84 of the Convention on International Civil Aviation (the Chicago Convention 1944). HE the Minister stressed his full confidence in the Council and its wise decisions that are in the interests of aviation safety and security.Moreover, Minister Al-Sulaiti put an emphasis on Qatar’s firm position on respecting international laws and systems that govern airspaces, generally; a position that is being praised by the international community and which came in the form of Qatar’s refraining from taking any similar counteractions. He also stressed Qatar’s respect of agreements and its attention to aviation safety and security.The Chicago Convention’s Article 84 on Settlement of Disputes reads: “If any disagreement between two or more contracting States relating to the interpretation or application of this Convention or its Annexes cannot be settled by negotiation, it shall, on the application of any State concerned in the disagreement, be decided by the Council.”Qatar earlier submitted two complaints to ICAO’s Council under Article 84 of the Chicago Convention, relating to the interpretation and application of the Convention and its Annexes, in addition to the interpretation and application of the International Air Services Transit Agreement (IASTA).The blockading countries later submitted a preliminary objection to the ICAO Council, claiming the Council’s lack of jurisdiction for Qatar’s two complaints, aiming to evade their obligations toward the Chicago Convention and IASTA and their wish for the Council not to process and resolve the complaint, wishing to expand the negative impacts on aviation and air safety and security.Qatar then responded to the preliminary objection with full explanation that Qatar’s complaints fall within ICAO Council’s jurisdiction. For that, the Council set June 26, 2018 to hear the complaints.On July 31, 2017, the ICAO Council approved the opening up of emergency routes for Qatari airplanes.

Montreal- CanadaHE Minister of Transport and Communications Jassim Saif Ahmed Al-Sulaiti on Tuesday held separate meetings with HE Dr. Olumuyiwa Benard Aliu, President of the International Civil Aviation Organization (ICAO) Council and Dr. Fang Liu, the Secretary-General of the International Civil Aviation Organization (ICAO), at the ICAO’s headquarters in Montreal.The meetings tackled the two complaints submitted by the State of Qatar on the negative effects caused by the blockade countries on aviation and air security and safety.The minister called on ICAO to fulfill its responsibilities, while stressing Qatar’s respect for the Chicago Convention and its annexes and the International Air Service Transit Agreement.The minister appreciated the role played by ICAO in maintaining aviation safety and Security and smooth traffic.The meetings were attended by the Qatari Ambassador to Canada Mr. Fahad Mohammed Yousif Kafood, Chairman of Qatar’s Civil Aviation Authority HE Mr. Abdullah bin Nasser Turki Al-Subaey and the Director of International Organizations Department at the Ministry of Foreign Affairs H.E Mr. Yousef bin Sultan Yousef Laram.

PM Reviews Work Progress of Lusail Tram Network

Doha-HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani on Tuesday visited the Lusail Tram network to review its work progress and also that of the Doha Metro project.HE the Minister of Transport and Communications Jassim Saif Ahmed Al-Sulaiti, diplomats, Qatar Rail senior management, and a number of engineers working on the project were also present. The Prime Minister had a short journey on Lusail Tram, from the depot to Lusail Station. The visit marked the first official testing of the Lusail Tram and coincided with the first anniversary of the blockade against Qatar.On the occasion, HE Al-Sulaiti said: “Qatar Rail has achieved great progress in implementing the Doha Metro and Lusail Tram projects, the key transport infrastructure projects to realize Qatar National Vision 2030. The progress would not have been possible without the wise leadership of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani and the close supervision of HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani and their continuous support, especially since the blockade started.”“Over the past year, Qatar Rail persevered to face all the challenges it faced with no impact on the delivery of its projects. We are very proud of the progress achieved thus far and we look forward to more and more great achievements in the upcoming period.”Lusail Tram travels at a speed of 60km per hour. In all, 28 trains consisting of five carriages split in two - one for families and the other for general commuters. The family carriages have 24 seats, 16 are fixed and eight foldable. For the regular carriages, there are 40 seats, 32 fixed and eight foldable, giving a total 64 seats. Each carriage has a space for wheelchair users and there are screens on exterior walls giving details about the journey as well as entertainment.External screens are also fitted to the front, back and sides of the trains allowing waiting passengers to see the next destination. The Lusail Tram design concept is focused on the sea representing dhow pearl fishing and bringing in the calm, cool, elegant and tranquil elements to the design. Doha – Qatar Saturday's final of the Minister of Transport and Communications’ Fifth Ramadan Football Cup Championship at the Ali Bin Hamad al-Attiyah Arena will be remembered for long, most notably, for Qatar Rail’s landslide. The Qatar Rail football team have been crowned champions of the fifth annual Minister’s Ramadan Football Cup Competition 2018 after defeating the Vodafone Qatar team 7-1. There were many goals in one direction and everything was fully under Qatar Rail’s control in a faceoff that saw only one goal for the opposing team. To score a goal was not a hard job for Qatar Rail players. The match was neither a tight affair nor a deadlock to break. The ball touched Vodafone Qatar’s net 7 times. Qatar Rail, which scored 7 easy goals, actually wasted several other golden scoring opportunities. HE Minister of Transport and Communications Jassim Saif Ahmed Al-Sulaiti attended the final match and crowned the winning team. Civil Aviation Authority Chairman HE Mr. Abdulla bin Nasser Turki Al Subaey, Qatar Rail Managing Director & CEO Eng. Abdulla Abdulaziz T. Al Subaie and Qatar Aeronautical College Director General HE Sheikh Jabor bin Hamad Al-Thani also attended the match. Vodafone Qatar CEO Sheikh Hamad bin Abdulla Al-Thani, Mowasalat (Karwa) Chairman Mr. Nasser Mohammed Al Malki and Qatar National Broadband Network CEO Dr. Eng. Ahmed Salman Al-Sulaiti, were also in attendance. This year, 12 teams divided into 4 powerful groups representing transportation and communications industries competed for the title. Group 1 included Ooredoo Qatar, Milaha, and Qatar Aeronautical College. Group 2 included MOTC, Qatar Airways and Qatar Civil Aviation Authority (CAA). Group 3 included Vodafone Qatar, Hamad Port and QTerminals and Group 4 included Qatar Rail, Mowasalat (Karwa) and Mwani Qatar. This is the fifth time this competition has been organized. The first four titles of the championship went to CAA, Qatar Rail, MOTC and Ooredoo Qatar, respectively. This year’s 15-day championship was organized by MOTC in association with Qatar Rail. Vodafone Qatar and Qatar Airways were the sponsors.

Qatar to host 2019 MSC Cyber Security Summit

DOHA-QATARQatar will host the Munich Security Conference (MSC) Cyber Security Summit in 2019, which will bring together cyber experts and decision-makers to discuss the most pressing issues in this regard.The Summit will be hosted in partnership with the Munich Security Conference and Qatar’s National Cyber Security Committee (NCSC), established in 2013 and chaired by HE the Prime Minister and Minister of Interior.HE Minister of Transport and Communications Jassim bin Saif Al Sulaiti, Chairman of the Qatar’s National Cyber Security Committee (NCSC) said: “The Summit will bring together cyber experts and decision-makers to discuss the most pressing issues in what is an ungoverned space in foreign and security policy. As Qatar found after its state media was hacked last year, hostile acts by foreign governments can now be perpetrated beyond the rule of law from behind a computer screen. It’s important for the international community to find solutions so that these actions can be punished and prevented in the future.”The Summit in Doha will bring together participants from government, international institutions, business, academia and the military to raise awareness of online security issues and the ramifications and the impact on international governance.The Summit will include a full-day programme of panel discussions that question the fundamental norms of foreign policy and the growing significance of cyber security in the Middle East.

Doha – QatarHE Minister of Transport and Communications Jassim Saif Ahmed Al-Sulaiti held separate meetings here today with Their Excellencies the Swedish and Italian Ambassadors to the State of Qatar Mrs. Ewa Polano and Mr. Pasquale Salzano.The two meetings discussed cooperation relations between Qatar and the two countries in the fields of transport and communications and means of further enhancing them.
