An application for a license to practice air freight forwarding intermediary services shall be submitted to the competent department on the prescribed form. The competent department shall consider and decide on the application within thirty (30) days from the date of its submission, provided that the application is complete and accompanied by all supporting documents.

A license to practice air freight forwarding intermediary services shall be issued for a term of one (1) year. The license may be renewed for one or more successive terms of equal duration upon a renewal application submitted not later than thirty (30) days prior to the expiry of the license, by the concerned party to the competent department on the prescribed form.

A license shall not be issued unless the applicant satisfies the following requirements in full:

  1. The applicant shall be a company duly incorporated in accordance with the law regulating commercial companies, and the principal purpose of its incorporation shall be the conduct of air freight activities.
  2. The applicant shall maintain suitable, standalone premises dedicated to the conduct of the licensed activities, in compliance with Law No. (5) of 2015 regarding commercial, industrial, and similar public establishments and itinerant vendors, as amended.
  3. The applicant establishment shall employ a sufficient number of personnel, and the individual responsible for its management shall possess adequate experience in air freight, as determined by the competent department. This requirement shall not apply to air freight offices handling dangerous goods, as such offices shall be designated by a decision of the President.
  4. The applicant shall provide a bank guarantee securing the satisfaction of any claims that may arise against the office as a result of the practice of the licensed activity. The amount of such guarantee, the mechanism for its submission, the controls governing its release, and the cases in which any deduction may be made therefrom shall be determined by a decision issued by the President.
  5. The applicant company shall submit proof of insurance coverage for warehouses against accidents for the purposes of the air freight activity.
  6. The applicant shall pay the prescribed fees for the issuance and renewal of the license.
