Road Freight — Licensing Requirements for Road Freight Forwarding Intermediary Offices:

An application for a license to provide road freight forwarding intermediary services shall be submitted to the competent department using the prescribed form. The competent department shall review and decide on the application within thirty (30) days from the date of submission, provided that all supporting documents are duly attached.

A license to practice road freight forwarding intermediary services shall be issued by the competent department for a period of two (2) years, commencing on the date of issuance and expiring upon the end of its term. The license may be renewed for successive periods of the same duration upon a renewal application submitted no later than forty-five (45) days prior to the license expiry date by the license holder or their duly authorized legal representative, using the prescribed form.

The following conditions shall be satisfied by any applicant seeking a license:

  1. The applicant shall be a Qatari company duly incorporated in accordance with the provisions of Commercial Companies Law No. (11) of 2015, as amended.
  2. The activity of road freight forwarding intermediary services shall be expressly stated in the company’s constitutive documents and reflected in its commercial registration.
  3. The applicant shall not have been adjudicated bankrupt under a final court judgment.
  4. The applicant’s paid-up capital shall not be less than QAR 500,000 (five hundred thousand Qatari Riyals).

In addition, the applicant shall provide qualified technical personnel and staff capable of undertaking the duties and services of road freight forwarding intermediaries, subject to the following:

  1. Personnel shall possess technical and professional experience in road freight services of not less than five (5) years.
  2. All personnel shall be of good character and conduct.
  3. Personnel shall be knowledgeable in logistics services and operational requirements.
  4. Personnel shall be familiar with road transport security and safety procedures.
  5. All operations shall comply with the applicable systems and laws in force in the State.

The applicant shall also pay the prescribed fees for licensing the activity of a road freight forwarding intermediary.
