Doha - QatarThe Minister of Transport and Communications H.E. Jassim bin Saif Al-Sulaiti, and H.E. Ahmed Bin Mohammed Al Sayed, Minister  of State and Chairman of the Board of Directors of the Qatar Free Zones Authority (QFZA), on Wednesday inaugurated the TASMU Digital Valley initiative, on the sidelines of the fifth edition of the Qatar Information Technology Conference and Exhibition (QITCOM 2019), which is being held at the Qatar National Convention Centre until November 1.Participants were shown a video presentation of the initiative during the inauguration ceremony anchored by Noor Al Kuwari, TASMU Digital Valley Project Manager. Following the inauguration, H.E. the Minister of Transport & Communications and the QFZA Chairman, accompanied by several senior state officials, toured the exhibition pavilions.The launch of the initiative is part of the efforts of the Ministry of Transport & Communications (MoTC), in conjunction with the Qatar Free Zone Authority (QFZA), to attract more multinational digital companies to set up operations in Qatar and support local institutions and companies by enhancing their capabilities to compete internationally.TASMU Digital Valley is an innovation cluster where different sectors can come together to help achieve the vision of Smart Qatar by linking digital solution providers with available opportunities in the market. The initiative, which is aimed at further enhancing the digital ecosystem in Qatar, will connect entrepreneurs, startups, investors, academics, researchers, students, multinational corporations and institutions with the common goal of innovating new digital solutions.It will also help facilitate access to incubation and acceleration network, startup exchange programmes as well as co-working spaces and office set-up. Multinationals will be aided with business registration, access to specialized visa packages, open lab space, technology IP advisory and registration support, digital investment catalogue and the TASMU procurement platform.Commenting on the initiative, HE Reem Al Mansoori, MoTC’s Assistant Undersecretary for Digital Society Development Sector, said, “We are proud of this new initiative which is part of MoTC’s strategy towards evolving a vibrant digital society in Qatar. With the TASMU Digital Valley initiative, the digital ecosystem in Qatar is set for a paradigm shift as it will play a major role infostering cooperation between Qatari digital businesses and global tech firms; resulting in the transformation of Qatar into a leading digital hub in the region.”She added, “The initiative aims to identify and register the top global players in digital development and facilitate their entry into the Qatar market. Only by attracting the best companies and talent will we succeed in our goal of making Qatar a leading digital hub in the region in line with the Qatar National Vision 2030.”Highlights of the launch include the signing of a partnership agreement between MoTC and QFZA as well as the unveiling of the TASMU Digital Valley portal and the Qatar Digital Investment Opportunities catalogue were also inaugurated at the Business Center Zone within the MoTC pavilion on the occasion.Abdulla Al Misnad, Deputy CEO of QFZA, added: “Supporting the continued growth and enhancement of Qatar’s emerging technology sector is a key priority of QFZA’s, and we are proud to be a part of this initiative. Doha - QatarHE Jassim bin Saif Al Sulaiti, Minister of Transport and Communications (MoTC) and HE Ali bin Ahmed Al Kuwari, Minister of Commerce and Industry launched “Theqa” - the new website of Qatar’s e-commerce gateway on the sidelines of the fifth edition of the Qatar Information Technology Conference & Exhibition (QITCOM 2019), which will be until 1 November at the Qatar National Convention Center.Following the launch, the two ministers toured the pavilions of local companies providing E-Commerce and certified by THEQA, which so far has given its stamp of trust to 42 companies. The launch is part of MoTCs' efforts to enhance consumer confidence in the local e-commerce sector and improve the quality of services provided by local online suppliers, in addition to providing traders and shoppers with the latest updates in the sector.The portal, http://www.Theqa.qa is a non-profit and voluntary government program, that is aimed at stimulating Qatar's e-commerce sector and develop local online retail sales by encouraging citizens and residents to trust the country's e-commerce ecosystem. It also seeks to encourage buyers to use local websites and platforms for effective and safe online shopping, and to provide merchants with the tools, capabilities and skills needed to succeed quickly.To obtain Theqa’s trust mark, local companies or e-commerce businesses must fulfill a set of standards. The portal will help evaluate participating company’s website to check if it meets up with Theqa’s security and safety requirements and also ensure that services on offer are according to specifications before it is granted a certificate and a trust mark, which is subject to annual renewal on Theqa’s website.Theqa works to ensure that local websites provide clear data and information to customers including consumer rights, privacy policy, terms and conditions of service, etc., in order to aid more public interest in the local e-commerce sector. The first phase of the project is aimed at encouraging increased patronization of local e-commerce sites by the Qatari public instead of using foreign sites, while the second phase will focus on attracting new customers from outside the country through more partnerships with trust mark projects from around the world.Through the new website of Qatar's E-commerce Portal (http://www.ecommerce.gov.qa), the Ministry will provide the public and the retailers with all information related to the e-commerce market in Qatar. This includes a list of website providers, e-payment gateways and logistics providers, support, coaching, incubation and corporate finance programs, opportunities and initiatives, as well as best online shopping practices and tips that ensure a secure and reliable online shopping experience.The portal will also highlight the Qatar National e-Commerce Roadmap and the national guidelines, the first in the country, which aims at supporting local e-commerce enterprises and helping traders understand and adopt international best practices and standards.On this occasion, Her Excellency Reem Al Mansoori, Assistant Undersecretary of Digital Society Development Affairs, Ministry of Transport and Communication, said: “The MoTC seeks to meet the growing needs of the e-commerce sector and keep abreast of the latest developments by adopting and implementing additional high value and high quality electronic services and creating a work environment with controls and follow-up mechanisms that help the sector grow and expand in the future.”She added: “The launch of Theqa is part of the ministry's plan to improve sales of local e-merchants, monitor their performance and provide strong consumer protection. Theqa aims to positively impact the online retail ecosystem in the country by boosting customer confidence in the credibility of Qatar's online shopping platforms. The platform seeks to help those online retailers adopt best practices and adhere to international standards, thereby greatly stimulating and supporting the sales of local e-commerce companies.”She concluded by saying: “The new Qatar's E-commerce Portal plays a pivotal role in serving the sector's expansion objectives by providing all information that will help both e-merchants and shoppers. It also facilitates coordination, communication and collaboration among all stakeholders in the sector.”In cooperation with the Ministry of Commerce and Industry, The MoTC is drafting an e-commerce licensing code to organize shopping via social media and local e-commerce companies. The aim is to protect consumers and regulate the work of these companies and websites by providing them with commercial licenses, legitimizing their transactions, and protecting intellectual property. This would boost the contribution of e-commerce to the national economy.The two ministries will work together to launch an awareness program to enlighten citizens and residents on ways to verify the legitimacy of merchants and trade activity via websites and social media channels. The program seeks to increase transparency between merchants and consumers and protect shoppers, who should make sure that these online merchants are licensed to do business.The MoTC is also working to implement a consumer protection initiative under which complaints related to e-commerce are received, followed up, and resolved. This is part of Qatar’s efforts to protect consumers, educate them about their rights, solve their problems, and prevent commercial fraud and unfair practices.Qatar has a favorable environment for the development of the e-commerce market, since the country has the highest annual average per capita spending in the e-commerce market in the MENA region. Qatar also leads the Gulf countries in terms of the average value of each electronic transaction, according to the latest version of the Qatar National e-Commerce Roadmap.A recent survey conducted by the Ministry of Transport and Communications, with the help of Global Market Research Company Ipsos, showed that 60% of consumers in Qatar have a desire to shop online.According to official estimates, the Business-to-Consumer e-commerce market in Qatar, ranked the seventh largest online market in the Middle East and North Africa in 2015 at $1.2 billion dollars, is expected to achieve a Compound Annual Growth Rate (CAGR) of 17% by 2025.

Doha, QatarThe Ministry of Transport and Communications (MoTC) has today launched ‘Tawasol’ (https://tawasol.gov.qa/) – a portal designed for secure electronic collaboration between government employees – on the sidelines of Qatar IT Conference and Exhibition (QITCOM 2019) being held under the theme “Safe, Smart Cities”.Tawasol will offer a workspace where staff can set up audio and video meetings, chat, perform panel discussions, and distribute tasks. The portal will also act as a knowledge sharing center, whereby staff will have access to essential documents related to their roles, projects or domains, trainings manuals. The platform will enable staff to manage their meetings, upload and share documents, and calendars. Additionally, it will provide employees with the latest news, related laws and policies, guidance, and services.Hassan Jassim Al-Sayed, the Assistant Undersecretary of  Information Technology Affairs at the Ministry of Transport and Communications said, “We are excited to announce the launch of Tawasol, a one-stop gateway for the employees in the public sector to access all wide range of information and resources, and share knowledge, and services to help build an efficient working environment . In line with Qatar Digital Government 2020 Strategy, Through Tawasol, we aim to empower government employees to share information, collaborate, and create knowledge centers. Tawasol has been designed to increase efficiency in productivity and reduce overall costs. It will also help governments achieve organizational excellence and improve corporate governance. Governmental staff across all sectors are encouraged to collaborate and use Tawasol to perform their work more effectively.”During the launch, Ms. Fajr Al Ansari, Project Manager, Tawasol, MoTC, delivered a presentation on Tawasol as an e-collaboration platform between government employees.Since its inception, QITCOM has been responsible for bringing together consumers and global experts to understand, envision and build Qatar’s digital future. QITCOM 2019 aims to attract 30,000 visitors, sign several Agreements and MoUs, enter strategic sponsorships and link up investors with opportunities available in the Qatari market. MoTC launches “Tasdeeq” documents handling portal and app at QITCOM 2019

DOHA- QATARIn its bid to provide a secure document system that allows users and organizations to validate and authenticate documents anytime and anywhere in Qatar, the Ministry of Transport and Communications (MoTC) has today announced the launch of Tasdeeq- a shared service platform which offers ratification and validation services to government and corporate organizations in Qatar. The launch took place on the sidelines of the Qatar IT Conference and Exhibition (QITCOM 2019) to be held until November 1 at the Qatar National Convention Center in Doha.Tasdeeq (www.tasdeeq.gov.qa), an MoTC wholly owned and managed portal, provides a collaborative environment where individuals, government and private entities interact together through a single portal to validate and authenticate documents. The portal allows users to share information in a secured manner and with a high level of confidentiality, using their credentials in the national identification system (i.e. Tawtheeq), thanks to the encryption feature that allows only authorized or authorized parties to access and verify user-information. Documents validation can additionally be done by calling Qatar Government Contact Center (QGCC), where information can be communicated with the agent and vice versa in a secure manner.Tasdeeq is also available as a mobile app which can be downloaded from both Android and iOS app stores and while the platform’s ratification service is exclusively for governmental organisations, its validation service, however, is available to the general public.With the launch, citizens and residents of Qatar can now check the status of their documents anytime and anywhere, whether online or offline, and access their personal documents in their privacy, which makes Tasdeeq the first citizen documents vault implemented. They can also enjoy more security for their documents, with forgery and tampering prevented, and experience the simplicity of the validation process either by checking the documents themselves or through the QGCC. The service will equally help in time-saving by reducing the number of visits to government agencies for documents verification while at the same time help in curbing attempts to falsify documents and make documents archived and retrieved in a secure manner among others.Major features of Tasdeeq include personal identification verification – in which users can access the required service only by using their credentials in the national identification system (Tawtheeq); data encryption which further enhances document security as documents will be released using a cutting-edge QR code that contains encrypted data, where only authorized or authorized parties can view and verify information provided by users; and digital signature which enables digital signage of any document or certificate electronically thereby preventing tampering as the digital signatures becomes automatically damaged if document is tampered with.Commenting on the occasion, His Excellency Mr. Hassan Jassim Al Sayed, Assistant Undersecretary of Information Technology Affairs, at Ministry of Transport and Communications, said: “MoTC is proud to launch this innovative service which is aimed at ensuring a more secured handling and accessing of documents in Qatar. Tasdeeq is a Qatar Digital Government (QDG) initiative which comes as parts of government’s effort at further developing a sustainable digital ecosystem in Qatar by digitalizing its operations. With the launch of the new portal, the populace is assured of having their documents handled and processed faster and more efficiently without any worries.”

Doha, QatarHis Highness the Amir Sheikh Tamim bin Hamad Al Thani attended the opening of the Qatar Information Technology Conference and Exhibition (QITCOM 2019), organized by the Ministry of Transport and Communications under the theme "Safe and Smart Cities", and the Munich Security Conference (MSC) Core Group Meeting at the Qatar National Convention Centre in Doha on Tuesday.The ceremony was attended by His Excellency President Paul Kagame, President of the Republic of Rwanda, His Excellency Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Prime Minister and Minister of Interior, and a number of his excellency sheikhs and ministers.The opening was also attended by His Excellency Mr. Yusuf bin Alawi bin Abdullah, Minister of Foreign Affairs of the Sultanate of Oman, His Excellency Dr. Mohammad Javad Zarif, Minister of Foreign Affairs of the Islamic Republic of Iran, His Excellency Mr. Nijervan Barzani, President of the Kurdistan Region of Iraq, and a number of his excellencies. Ministers of  Information, Communications and Information Technology from brotherly and friendly countries, Heads of Diplomatic Missions accredited to the State of Qatar, senior officials, experts, board presidents and executives in the field of communications and information technology.The ceremony began with the screening of a film that tells the story of the development of the digital transformation in Qatar, and His Excellency Mr. Jassim bin Saif Al Sulaiti, the Minister of Transport and Communications, and H.E. Wolfgang Ischinger, Chairman of the Munich Security Conference, delivered a speech on the occasion of the opening ceremony.Speaking at the opening ceremony, His Excellency Jassim bin Saif Al Sulaiti, Minister of Transport and Communications Said: “The Emir’s patronage of QITCOM 2019, held under the theme “Safe Smart Cities”, shows that Qatar’s wise leadership is keen to support the digital transformation of the country, create an integrated digital society, and prepare the human capital to participate in the building of a knowledge-based economy. This would keep Qatar up to date with the digital boom the world is witnessing and help advance economic development.”The minister said Qatar was one of the first countries to realize the benefits of smart cities and their importance for the comprehensive and sustainable development the country is working to achieve. He said Qatar augmented its ITC infrastructure and improved the internet quality, becoming the first country in the world to launch 5G services. He noted that government ministries and agencies began using technologies and systems that better the quality of services they offer to the public, improve the lifestyle of individuals, support scientific research and innovation in the digital industry, and offer more financial, technical, and logistical support for entrepreneurs and startups in the digital sector through various initiatives such as the Digital Incubation Center.His Excellency said that in continuation of these efforts and initiatives, and as part of the Qatari Government’s endeavors to accelerate the achievement of all the pillars of Qatar National Vision 2030 and the comprehensive and sustainable development goals, the Smart Qatar program “Tasmu” was launched, noting that the program will pump massive investments to develop the digital infrastructure in the country. He said the Qatar National Artificial Intelligence Strategy was also finalized in cooperation with Qatar Computing Research Institute and with participation of a number of top experts in international universities. He said the strategy is aimed at using artificial intelligence to secure Qatar’s economic and strategic future as desired by Qatar National Vision 2030.His Excellency said that Qatar has already started to reap the fruits of smart city technologies on various levels and across various sectors, noting that these technologies helped develop the traffic system and contributed to the development of the healthcare sector and the education sector, with the latter ranking first on the Arab level and fifth on the global level. He said the country’s main ports, such as Hamad Port and Hamad International Airport, were also equipped with state-of-the-art smart solutions and technologies.The minister said the MoTC cooperated with partners in the government and the private sector to promote QITCOM as an ideal platform to exchange expertise, discuss ideas, provide insights, review new trends in the digital world, and develop smart solutions that can address the regional challenges in general and the challenges that Qatar is facing in particular.He noted that QITCOM, which is now a key element in MoTC’s digital strategy, continuously developed over the past editions, with the current edition seeing partnership with Fira Barcelona, the organizer of the international Smart City Expo World Congress, to organize the first edition of Smart City Expo Doha 2019 on 29 and 30 October, in which 71 speakers from 23 countries will participate to discuss entrepreneurship, artificial intelligence, cyber security, and urban planning.He noted that in tandem with QITCOM 2019, Doha is hosting the MSC Core Group meeting to discuss regional and global security issues and raise awareness of cyber security and its implications. This, he said, is in line with Qatar’s efforts to enhance its regional and international cooperation to create a safe and strong cyber ecosystem.Concluding his speech, the Minister of Transport and Communications thanked His Highness Sheikh Tamim bin Hamad Al-Thani, the Emir of Qatar, for his kind patronage of the event. He also thanked the international delegations, speakers, sponsors, exhibitors, entrepreneurs, and innovators participating in this year’s QITCOM edition, noting their role in enriching the event and their constant support for Qatar’s plans to develop the concept of smart cities and move toward an advanced and sustainable digital future.For his part, His Excellency Wolfgang Ischinger, Munich Security Conference Chairman, said: “I am honored to attend the opening of QITCOM 2019 to discuss the digitization challenge from the perspective of the MSC. We are pleased to be here today in one of the leading events in the Middle East and to organize a roundtable on cyber security in cooperation with the Ministry of Transport and Communications under the headline “securing digitization in the Middle East” to discuss cyberspace governance, in addition to the challenges and experiences in the Gulf region in particular. This would help us learn lessons for future events, such as the cyber security summit that will be held in Berlin after one month on the sidelines of the UN Internet Governance Forum. We hope to see new ideas in the next two days on how to advance digitization and improve governance and international cooperation, and on how to do this in a safe and trustworthy manner.”QITCOM 2019 is different from previous editions in that it is a world-level edition featuring 104 speakers from around 30 countries, more than 400 local and international exhibitors, around 300 innovators and entrepreneurs, and 29 local and international sponsors. More than 60 countries from the region and beyond are participating in the various QITCOM activities. The United Kingdom, the United States, Armenia, Jordan, Rwanda, Italy, and Oman have pavilions in the exhibition, while 11 high-level ministerial delegations from Iraq, Somalia, Cote d’Avoire, Rwanda, Iran, Armenia, Bulgaria, Ghana, Gambia, Romania, and Oman are participating in the conference.Around 276 local private companies and government establishments, including 50 startups, are participating in the exhibition. The MoTC has a special pavilion in which the ministry and all its affiliate sectors showcase projects and programs on smart transformation at the various government sectors. Another pavilion for Qatar E-government showcases projects by all ministries and government bodies featured in the Qatar e-government program. There is also a dedicated entrepreneurship zone bringing together 100 local and international startups, more than 300 innovators, and more than 55 speakers. Through this zone, the MoTC will offer finance and business incubation opportunities through five main platforms for the various digital sectors; namely, Make the Deal, Idea Camp, Code Camp, Startup Hub, and Innovation Theatre.QITCOM 2019 is expected to showcase many investment opportunities in the Qatari market and announce about 200 initiatives, digital systems, trade partnerships, and agreements with companies and local, regional, and international parties, all aimed at supporting the plans to build an innovative and sustainable digital society in Qatar.The MoTC launched a dedicated QITCOM Android- and IOS-based smartphone app, a smart platform to facilitate communication between exhibitors and visitors. The app will provide full information about the sessions and activities in the conference and exhibition, their times, and direct streaming of events. QITCOM 2019 is expected to attract about 30,000 visitors.Participants in QITCOM 2019 will be able to access a B2B matchmaking platform, one of the key initiatives of the fifth edition, through QITCOM smartphone app or through mediators who can help arrange joint meetings between companies and investors. The platform is expected to feature more than 300 business owners from different parts of the world, who can network, exchange knowledge, and raise innovative ideas. The platform seeks to bring together and coordinate between more than 500 companies, government bodies, SME’s, entrepreneurs, and technology solution providers on the one hand and potential investors on the other.
